    The Federal Post Card Application (FPCA) is a form provided by federal law to permit members of the U.S. Armed Forces and Merchant Marines, their dependents, and U.S. citizens abroad to vote early by mail and, if necessary, to temporarily register to vote.

    Eligibility

     

    You are eligible to vote early with an FPCA if you are qualified to vote in Texas and you are:

    • A member of the U.S. armed forces, their spouse, or a dependent
    • A member of the U.S. merchant marines, their spouse, or a dependent
    • A U.S. citizen domiciled in Texas but temporarily living outside the territorial limits of the United States

    Voting by Mail 

     

    Be a registered voter in Hamilton County at least 30 days before election day.

    And meet at least one of the following conditions:

    • Be 65 or older by election day
    • Or be out of the county for early voting and Election Day (Must be absent during the entire early voting period, Election Day, and provide an out-of-county address where your ballot can be mailed, and include dates you can receive mail at the out-of-county address.)
    • Or be sick or disabled
    • Or be confined to jail, but still eligible to vote

    *Voters who are absent from the county because they are active-duty military or because they reside overseas should complete a Federal Post Card Application.

    Please Note:

    • Application must be signed
    • Must provide your Driver's License # or last 4 of their Social Security #
    • Annual Application must be marked, if desired.
    • Reason for the request must be marked.
    • For Primaries only: Party must be indicated.

    Last day to receive applications for Ballots by Mail: Last business day at least 11 days before Election Day.

    First day to apply for Annual Ballot by Mail: January 1st

    or 60 days prior to an election scheduled in January or February

    In order to be counted, mail ballots must be received: By the close of polls on Election Day (Overseas Ballots – by last mail delivery on the fifth day after Election Day)

    Mail Ballots may be hand delivered on Election day by the Voter only to the County Clerks’ office.

    Voter ID

    In order to vote in all Texas Elections, voters are required to present an approved form of photo identification (current or expired no more than 4 years) or fill out a Reasonable Impediment Declaration accompanied by one form of identification.

    Acceptable Forms of ID

    • Driver’s License
    • Election Identification Certificate
    • Personal Identification
    • Concealed Handgun License (License to Carry)
    • United States Military Identification Card
    • United States Citizenship Certificate
    • United States Passport

    VOTER ID

    Reasonable Impediment

    Voters who do not possess and cannot reasonably obtain a form of approved photo ID now have additional options when voting in person. These voters may vote by:

    1. Signing a declaration at the polls explaining why the voter is reasonably unable to obtain one of the acceptable forms of photo ID.
    2. Providing one of various forms of supporting documentation given below:
    • A certified birth certificate
    • A valid voter registration certificate
    • A copy or original of a current utility bill
    • A copy or original of a bank statement
    • A copy or original of a government check
    • A copy or original of a pay check
    • Other government document that shows the voter’s name and an address

    Special Notice for a “Forgotten” ID

    If a voter possesses an acceptable form of photo ID but does not have it at the polling place, the voter will still be permitted to vote provisionally. The voter will have six (6) days to present an acceptable form of photo identification to the county voter registrar or the voter’s ballot will be rejected. Alternatively, a voter who possesses an acceptable form of photo ID but does not have it at the polling place may choose to leave the polling place and return before the close of the polls on election day with said acceptable form of photo ID, if the voter would otherwise qualify, to vote a regular ballot at that time.
